The building was constructed in 1844 to house city institutions such as the Duma, the Magistrate, and the orphan court. In 1871, part of the premises was used by the City Administration. As the city grew, so did the staff, which made the two-story administrative building cramped, and in 1901, a third floor was added according to the design of A. M. Salko. In 1908, an extension was built on Police Street, now October Street.

It is not surprising that one of the main administrative buildings of Saratov often found itself at the center of revolutionary events after the February Revolution. On March 2, 1917, the first meeting of the Saratov Council of Workers' Deputies took place here, commemorated today by a memorial plaque. In October of the same year, the building became the last barrier to the establishment of Soviet power in the city: anti-Bolshevik forces, barricaded inside, resisted the siege for several days but ultimately surrendered and were arrested. During the Soviet era, the former Duma building was used by various institutions, such as a police school, a regional economic council, and the "Promproject" institute.

In the 1960s, a fourth floor was added, and the building has remained in this form to this day. Today, it houses a furniture store, an advertising and information company "Telecom," the Land Cadastral Chamber of Saratov and the Saratov region, as well as the literary agency "Scientific Book."
