The building that previously housed the city administration of Azov is considered one of the main and most beautiful architectural monuments of the pre-revolutionary Cossack city. Built in 1892 in an eclectic style, it was located at the intersection of the city's main streets, Moskovskaya and Petrovsky Avenue. The project was developed by the city architect of Azov, engineer-lieutenant Fyodor Nikolayevich Gauzenbaum. This beautiful two-story building with a tall tower was erected with funds from merchant Grigory Nikolayevich Belyavsky, the owner of a brick factory in Azov.

In the first years after its construction, shops were located on the first floor, facing Petrovsky Boulevard. In the pre-war and post-war years, the second floor was occupied by district authorities, such as the district committee and district executive committee, while shops remained on the first floor. During the occupation of the city by the German army, a German commandant's office was located here, after which the building remained vacant for a long time.

In the early 1970s, the building was transferred to the Azov Local History Museum. After restoration and renovation in 1976, the museum occupied this space and has been here ever since. Recently, a new restoration was carried out, and the building regained a look as close as possible to the original. It impresses with its beauty and is considered one of the most beautiful buildings in the Don region.
