Born on June 30 (July 12) 1842 in Kolybelsky, he belonged to the noble family of Tevyashovs and was the nephew of P. I. Tevyashov. He completed his education at the School of Guards Non-Commissioned Officers and Cavalry Cadets.

He began his service in the 36th Dragoon Akhtyrsk Regiment on August 30, 1861, initially as a lieutenant, then from April 17, 1863, as a staff captain, from August 30, 1868, as a captain, and from April 16, 1872, as a colonel. From February 7, 1876, he commanded a regiment as part of the Ruschuk detachment during the Russo-Turkish War of 1877-78, participating in battles near the villages of Pisanets and Trestenik.

On March 28, 1879, he was appointed commander of the Life Guards Cossack Grenadier Regiment, and from June 7, 1881, he became a flag adjutant, receiving the rank of major general on August 30, 1882. From November 28, 1884, to 1886, he headed the 1st Brigade of the 2nd Cavalry Division. From March 9, 1889, he held the position of special assignments officer of the IV class under the Minister of War until May 1, 1890. He was the Governor of Astrakhan and the punitive ataman of the Astrakhan Cossack Army from May 1, 1890, to October 17, 1895.

On August 30, 1892, he was promoted to the rank of lieutenant general.

He served as the head of the Main Intendant Directorate and Chief Intendant of the Ministry of War from October 17, 1895, to March 14, 1903.

From March 14, 1903, to June 22, 1904, he was a member of the Military Council.

From June 22, 1904, to November 24, 1905, he held the position of Governor-General of Turkestan, commanded the troops of the Turkestan Military District, and was the punitive ataman of the Semirechye Cossack Army.

He was awarded the Orders of Vladimir 4th and 3rd class with swords, a gold sabre inscribed 'For Bravery,' and the Order of the White Eagle.
