The history of the exhibition pavilion began with a retro motorcycle exhibition in 2016. In 2018, a temporary exhibition was opened for residents and guests of the city on Lenin Street in the building of the energy management. Visitors could see motorcycles produced from 1956 to 1991. Among the exhibits were well-known models from the Soviet era, such as the Jawa 350-638 motorcycle and the Riga moped, as well as less familiar ones, like the German MZ 250 ES motorcycle. A total of 15 units of equipment were presented.

This exhibition hall became the foundation for the project "Garage USSR. Retro Motorcycles." The inspirer and initiator of the collection of retro motorcycles at the Lenin Memorial was Andrey Gennadyevich Stepanov, an enthusiastic employee of motorcycle and automotive technology. He believes that the technology seen by millions of people daily is an indicator of progress and prosperity. The exhibition showcases the interesting history of technology in the Soviet Union and the development of engineering thought.

In 2019, the team of the Lenin Memorial implemented an artistic project by architect Ekaterina Koptelova. During this time, motorcycles were acquired to complement the museum's main collection, and large-scale renovation work was carried out. The exhibition also features unique photographs of motorcycle racer Lev Erokhin, provided by his daughter Irina Lvovna Zubova.

On January 5, 2020, the grand opening of the exhibition pavilion "Garage USSR. Retro Motorcycles" took place at 70 Lenin Street. The exhibition includes rare and unique samples of Soviet technology, as well as motorcycles from the Warsaw Pact countries and equipment from the Great Patriotic War. The core of the collection is based on the fund of the Lenin Memorial, but samples from private collections of Pavel Kanin, Andrey Stepanov, and Nikolai Mitrofanov are also presented.

The pavilion "Garage USSR. Retro Motorcycles" combines a permanent exhibition with an educational and recreational area. The main goal of the museum is to popularize the scientific and technical achievements of the USSR. The history of domestic motorcycle manufacturing is an important part of our country's history. Visitors can see samples of motorcycles such as Tula-200, Vyatka-150M, IZH-56, IZH-49, Voshod 3M, K-175, K-55, IZH Jupiter-5, Minsk-3, numerous mopeds, sidecar motorcycle models, military motorcycles, and much more. All exhibits are in working condition, which is especially important.
