The museum was established based on the order of the Head of the city No. 558 dated May 11, 2001. The official opening took place on July 7, 2001, and since then, the ethnographic museum "Echo of Yugra" has been operating in the city, where historical materials about the indigenous people, the Khanty, are collected, processed, and stored.

The museum-exhibition center is located on the third floor of the cultural complex "Library. Local History Museum." In exhibition hall No. 1, changing thematic exhibitions are held, including exhibits from other museums. Hall No. 2 features a permanent exhibition "From Origins to Modernity," consisting of three sections. The first section is dedicated to the flora and fauna of Yugra. The second section introduces the culture of the Khanty people. The third section covers the period of industrial development of the north and the growth of the city.

The center has equipped storage facilities for the preservation of museum items and collections. The museum's fund consists of 3,887 storage units.

In 2018, the Local Eco-Museum merged with the Centralized Library System of the city, resulting in the creation of the Municipal Autonomous Cultural Institution "Cultural Center: Library-Museum." The Local Eco-Museum includes two entities: the Ethnographic Museum and the Museum-Exhibition Center.

As of January 1, 2021, the museum fund accounted for over 4,000 storage units. The collections cover various areas: ethnographic items, applied arts, historical technical artifacts, documents, natural science collections, painting, sculpture, numismatics, and more.

The Local Eco-Museum represents a unique corner of nature and culture. Educational excursions and cultural leisure activities are organized for residents and guests of the city.
