Filipp Matveevich Akulov, who lived in Kuban at the end of the 19th century, became famous as a reliable contractor and supplier of building materials. In 1893, he became the contractor for the construction of the Palace of the Acting Ataman and successfully completed the project. Around the same time, on Ekaterininskaya Street, he built a mansion for himself based on a design by V.A. Filippov. He always had enough work: for example, he constructed an iron bridge over the Belaya River.

Thanks to his hard work and attitude towards his business, Akulov not only earned a good reputation but also accumulated capital. In 1906, he purchased a plot at the corner of Krasnaya and Krepostnaya Streets, where an old shack stood, and decided to build a rental house. The project and estimate were developed by a young architect A.A. Kozlov, already known for his works in Yekaterinodar.

The new building occupied the corner plot and became a decoration of the city. Akulov spared no expense on the exterior and interior decor. The architect adorned the building with two ribbed domes on the sides and a square superstructure with a rounded belvedere in the center. The strict geometric lines of the windows gave the house lightness. Two small balconies, open corner terraces, bay windows, and decorative stucco with plant ornaments enriched the composition.

The protruding cornice with a zigzag stone parapet and bas-reliefs gave the building a special harmony.

In 1911-1912, the rental of the building for an art gallery by F.A. Kovalenko was discussed, but the deal did not go through. Akulov rented out rooms and floors for apartments. In 1913, the famous Kuban ophthalmologist S.V. Ochapovsky lived and worked here. Later, the 1st public assembly rented the house.

According to local stories, Akulov spent most of the year in St. Petersburg or abroad but continued to pay his servants' salaries.

The building witnessed many events and fates. In the spring of 1918, it housed the headquarters of the Red Guard, and in August of the same year, the office of the military department of the Volunteer Army. There was a museum called "Struggle Against Bolshevism," and Ataman-General V.G. Naumenko lived here.

After the establishment of Soviet power, the tenants changed frequently: the Kuban Practical Agricultural Institute, the Andreev Agricultural Academy, the regional police department, the address bureau, the traffic police, and other services.

During the occupation, the building housed the NKVD administration.

After the war, the city was rebuilt, and Akulov's house was also reconstructed, but its appearance was spoiled.

After reconstruction, various state institutions were located in the building. Since 1957, it housed the Council of National Economy, later the Arbitration Court of Krasnodar Krai. Now, it is home to the Specialized Department for Ensuring Order in the Activities of the Courts of Krasnodar.

Filipp Matveevich Akulov himself, elected as the head of Yekaterinodar in November 1919, was forced to leave the country to save his life. The rich history of his house serves as a reminder of its owner and architect.
