On July 2, 2000, the day of remembrance for all saints who shone in the Russian land, Bishop Ion Karpukhin of Astrakhan and Yenotayevsk held a prayer service dedicated to the laying of the foundation of the future church. Thanks to God's mercy, the construction progressed very quickly. On June 3, 2001, the day of the Holy Trinity, when the Orthodox Church remembers the Descent of the Holy Spirit upon the apostles, a prayer service was held on the occasion of the installation of the dome crosses on the church. Four months later, on September 30, 2001, the newly built church at the central city cemetery was consecrated. The consecration was led by Bishop Ion himself, with the participation of the city clergy. First, the bishop consecrated a large bell, gifted to the church by Astrakhan Governor A.P. Guzhvin, and then, together with the clergy, consecrated the altar and the entire church. In a solemn atmosphere, the bishop was presented with the key to the church as a symbol of the care shown by the people of Astrakhan, the builders, and the donors.

The new Church of the Descent of the Holy Spirit impresses with its beauty. It is light, as if unearthly, and astonishingly hovers over the cemetery, giving this place a subtle touch of joy. The architecture of the church combines features of ancient Russian style, harmoniously uniting the snow-white walls and golden domes. The bell tower, rising above the narthex, resembles a burning candle, with an inscription in golden letters on the central pediment: 'In prayerful memory of all deceased Orthodox Christians of Astrakhan.'
