The history of the parish began in 2000, when Archimandrite Alexander (Zarkeshev), the rector of the St. Nicholas Cathedral in Tehran, started visiting the UAE and conducting regular Orthodox services for the Russian-speaking community. In May 2004, Metropolitan Cyril of Smolensk and Kaliningrad met with Sheikh Sultan bin Muhammad al-Qasimi and agreed on the allocation of land for the construction of a Russian Orthodox church. The Orthodox parish of St. Apostle Philip was established by the decision of the Holy Synod on December 27, 2005.

The foundation stone of the church complex was laid on September 9, 2007. The construction was funded by Y. G. Sidorenko, who became the benefactor of the church.

The first service in the church took place on Christmas Day, January 7, 2011, and on June 2, golden crosses were installed on the domes. After the installation of the iconostasis, the opening of the Russian Orthodox church and the first solemn service took place on August 13, 2011.

The church complex was built according to the project of architect Y. V. Kirs and includes a five-domed tent church and a three-story cultural and educational center, connected by a covered passage with a bell tower. The design of the church incorporates elements from various Russian architectural schools.

The frescoes of the church and the iconostasis were created by artists Alexander and Ekaterina Ivanov. The dome of the church features a fresco depicting the blessing Savior. The church icon of St. Apostle Philip was painted by the benefactor's wife, Elena Sidorenko.

In June 2012, the cultural and educational center began operations, where an art gallery was opened. The exhibition includes 23 paintings by contemporary Ukrainian and Russian artists on evangelical and church-historical themes. The center also features a collection of artistic holograms of Christian relics and a gift brochure "Christian Relics," presented by the Patriarch in 2010.
