The museum was founded in 1965, with significant assistance from the correspondent of the newspaper "Kolhoz Tribune" Boris Gavrilko. Initially, the organization of the museum was handled by veterans of the Civil and Great Patriotic Wars: A. Lepekhin, M. Gordeev, Ya. Sobol, E. Rezvanova, and others. The museum room was originally opened in the district library named after M. Lermontov under the guidance of T. Loskutova.

When the room with exhibits opened, people came daily to see them. Librarians simultaneously served as guides. Later, the museum was allocated a historic building that previously housed the headquarters of the First Cavalry Army under the command of S. M. Budyonny.

For a long time, the museum operated on a voluntary basis: war and labor veterans took turns opening it for visitors for one to two hours. This situation persisted until the end of 1983, when the district leadership proposed to the chairman of the Lenin Collective Farm, A. M. Zvyagin, to take full responsibility for the museum.

In 1984, L. P. Shmankevich became the director of the museum, during her tenure she cataloged 2,700 exhibits. In 1994, the museum was transferred to the balance of the culture department, and four staff positions were created. A significant contribution to the development of the museum was made by the honored worker of culture of the RSFSR, T. I. Loskutova.

In 2004, the Beloglinsk District Historical and Local Lore Museum was transformed into a municipal cultural institution "Beloglinsk Historical and Local Lore Museum" and received legal entity status.
