One of the most beautiful buildings in old Pereslavl is the house of the merchants Pavlov, built at the turn of the 19th and 20th centuries. This one-story building has a small second floor. Fyodor Ivanovich Shalyapin stayed in this house multiple times.

Since the mid-19th century, the Pavlovs owned one of the most successful textile factories in the region, specializing in dyeing and printing calico on paper fabrics. Later, the enterprise began producing cardboard and asbestos sheets, which are now manufactured by the LIT plant. The Pavlov family was known for their generosity in charity, supporting the church and the local community.

The wooden one-story mansion in the Art Nouveau style is set back from the street's red line and is located almost opposite the Alexander Nevsky Church. To the left of the building is a spacious park, now used as a city summer garden. On the estate's grounds, two brick outbuildings and a carriage shed have been preserved, and in front of the open veranda, the remnants of a fountain.

The roof of the Pavlov mansion once became a model for the residents of Pereslavl. Following its example, with rounded "Japanese" police and round dormer windows, the roofs of small houses in Trudovoy Lane and Labaznaya Street were covered.

The owner of the house, hereditary Honorary Citizen of Pereslavl and manufacturer Sergey Petrovich Pavlov, was known for his involvement in local self-government and charity. He helped support orphans, allocated funds for the education of talented children, and provided dowries for brides from poor families.

In 1882, along with a delegation from Pereslavl in St. Petersburg, he presented a "loyal address" to Alexander III. Sergey Petrovich Pavlov and D.A. Kumanin personally gifted the empress samples of their products, a piece of kumach and fabric.

In the early 20th century, the Pavlov family built a prison church and renovated the now-lost Vladimir-Sretensky Monastery. Before the revolution, Soviet Street was named Pavlovskaya.

After the revolution, the mansion was occupied by the Pereslavl District Executive Committee of the Soviets. Since then, local government authorities have been housed in this building, currently the administration of the Pereslavl Municipal District.
