The oldest agricultural educational institution in Russia is located in Penza. Today it is known as the Sovkhoz Technical School, but it was originally called the Horticulture School.

The idea of creating such an institution belonged to Emperor Alexander I. The project was developed by the Ministry of Internal Affairs, which at that time was not yet fully a police organization. To choose a suitable location, a commission led by Baron von Bibershtein was sent to Penza. The ideal site was found three versts from the city, beyond the former fence. Here, among ancient groves, a large educational building was constructed. For many decades, the school trained specialists in decorative and industrial horticulture, agricultural workers, and beekeepers. It enjoyed a good reputation, and its students were even involved in organizing the Belinsky Park. In 1836, Nicholas I visited the school. According to the recollections of Governor Panchulidzev, the emperor was pleased, and in recognition, the director of the institution was awarded the Order of Saint Stanislaus 4th class.

Additionally, there were many greenhouses with plants rare for our climate, and the honey collected from local apiaries was considered the tastiest in Penza.
