After the fire in July 1906, which destroyed almost all wooden houses in Syzran, the city began to be rebuilt. Merchants started constructing stone buildings for their families and public needs. One of the most notable was the trading house 'A.N. Permyakova and Sons', designed by architect S. P. Shcherbakov. It is located at the corner of Sovetskaya Street and Proletarsky Lane and is a monument to the transitional period from modernism to constructivism.

Construction was completed in record time, and retail trade in manufactured goods began in the new trading house on January 1, 1907. The building consists of two rectangular parts of equal height but different lengths. At the junction of these parts is a cut-off section with a massive dome and spire. An arch for entering the courtyard is provided from Proletarsky Lane.

On the first floor, in the corner of the building, there was a bright and spacious shop with large windows, selling haberdashery and manufactured goods. The inter-floor ceiling was supported by a single column in the center of the hall.

The external wall finishing ended in a wavy pattern. Horseshoes were placed at regular intervals on the facade. The inter-floor belt was widened to accommodate signs. This was the first building in the city constructed using reinforced concrete structures, and its appearance featured eclectic decor.

After the revolution, the owners left the building. The upper floor was occupied by the Ufa department, while the lower floor housed the departments of the consumer industry and trade, as well as the regional economic council. Heating was wood-fired, lighting was kerosene, there were no amenities, but there was a basement and a shed.

The building changed many 'tenants'. Over the years, it housed the statistical department, the 'Igla' Union, 'Uprodkom', a local history museum, and the district consumer union. It became a communication center: in 1963, the communication office and Soyuzpechat were located here, and in 1971, the district communication hub, city and long-distance telephone stations, a delivery section for press and telegraph. Currently, it houses a structural unit of the Syzran post office, a branch of the Zemsky Bank, and a store 'World of Philately'.
