The tower was likely built in the 1490s and is architecturally similar to the Nabatean, Commandant, and Arsenal towers. Its slender monolithic base, topped with machicolations and a parapet, was complemented in the 1680s by a four-sided tent roof, crowned with a through base featuring a small roof and a weather vane. After the Senate was constructed in the Kremlin in 1787, designed by M. Kazakov, from which the tower got its name, and the erection of V.I. Lenin's Mausoleum, it became an important part of the ensemble of Red Square.

Inside the square-plan tower, there are three tiers of vaulted rooms. In 1918, a plaque by sculptor S. Konenkov "To Those Who Fell in the Struggle for Peace and Brotherhood of Peoples" was installed on the Senate Tower. During restoration in 1950, the plaque was removed and transferred to the Museum of Revolution.
