In 1849, a monument to the military leader Semen Vorontsov, a participant in the Battle of Kagul, was erected near the Kagul monument. His decisive actions, which led to Russia's victory over Turkey, were noted in reports to Catherine II by the commander of the Russian troops, Pyotr Rumyantsev.

The obelisk, nearly seven meters tall, was funded by Semen Vorontsov's son, Mikhail. The memorial plaque on the monument reads: "This monument to the beloved parent was erected by the grateful son, the Governor-General of Novorossiya and Bessarabia, Count Mikhail Vorontsov..." On the other side of the monument, the text states: "Near this place, on July 21, 1770, on the day of the Battle of Kagul, the combined grenadier battalion of Colonel Count Semen Vorontsov, formed from the 1st and 3rd grenadier regiments, was the first to enter the Turkish retreat." The monument also features the family coat of arms of the Vorontsov family with the Latin motto: "Always Unwavering Loyalty."
