The museum building is located in the center of the village of Novaya Usman. It is a one-story structure with an area of 166 square meters, built in 1917.

Nikolai Ivanovich Belyaev, Pyotr Nikolaevich Golobokin, Serafima Ivanovna Dolzhenko, Zinaida Sergeevna Rubtsova, Valery Budko, and many others actively participated in the creation of the museum.

The district museum opened on May 9, 1983, under the name Museum of Military and Labor Glory. Veterans of the Great Patriotic War attended the opening ceremony, and the ribbon was cut by the first secretary of the Regional Committee of the Communist Party of the Soviet Union, Alexander Ivanovich Treskovsky.

Since its founding, the museum has operated on a voluntary basis, and a Public Council of 15 people was created to manage it.

On March 16, 1988, the Ministry of Culture of the RSFSR awarded the museum the title of "People's Museum."

On April 19, 1988, Serafima Ivanovna Dolzhenko became the first director of the museum.

On August 26, 1999, a tragedy occurred in the history of Novaya Usman; the museum building caught fire, destroying exhibits collected by local historians. The fire caused significant moral and material damage. The administration of the Novousmansky district decided to reconstruct the building and restore the museum.

In 2003, the museum celebrated its second birth, rising from the ashes. A grand opening of the new building was held in honor of its 20th anniversary, becoming the cultural, historical, and local history center of the Novousmansky district.

On May 15, 2003, by a decree of the administration of the Novousmansky district, the museum was renamed the Novousmansky District Local History Museum.

The museum's collection is constantly replenished thanks to donations from local residents and guests of the district.
