In the early 1880s, there was a shortage of skilled workers in Tambov. The City Duma decided to open craft workshops for orphans but could not sustain them. Then, Andrey Nosov allocated 40,000 rubles and 540 desyatins of land for their support. These workshops were later transformed into a school, which from 1889 became known as Nosov School. The education lasted 6 years, and graduates received professions as locksmiths, turners, foundry workers, and carpenters. Until 1917, the school was funded by the resources left by Nosov.

In 1889, Nosov established an orphanage for boys, where children of all classes lived until the age of 14, studying under the church parish school program. In 1892, the orphanage moved to a new building constructed by Nosov next to the craft school, where its graduates were admitted. That same year, buildings for workshops, a foundry, carpentry, and a forge were erected. Today, one of the buildings houses a branch of the Tambov Polytechnic College named after M.S. Solntsev.
