Alexey Fyodorovich Morozov was a well-known Russian merchant of the 1st guild, an honorary citizen of Biysk, and a philanthropist. From 1881 to 1884, he served as the mayor of Biysk. He was born in 1829 in the village of Krasnaya Griva, Kovrovsky district, Vladimir province. In 1842, when he was only 12 years old, his father Fyodor Zakharovich passed away, and eight years later, his mother Aksinya Trifonovna also died.

Alexey Fyodorovich and his wife Elena Grigoryevna, both from peasant families, bought their freedom from serfdom even before the 1861 reform and moved to Altai in the late 1850s. Morozov began trading in Mountain Altai, even before receiving official permission to enter Inner Mongolia. However, despite the profitability of such business, after two expeditions, he abandoned trips to these regions and focused on trading manufactured goods and haberdashery, opening stores in Biysk, Barnaul, Zmeinogorsk, and Kuznetsk. By 1877, Morozov became the only merchant of the 1st guild in Biysk, which allowed him to engage in foreign trade. In the 1880s, Altai became a center for grain production. Alexey Fyodorovich built several mills on the banks of the Ob and Biya rivers, where he ground grain and sent the finished flour to Tyumen. In the harsh Siberian conditions, he created his own river fleet. In 1888, the first cargo-passenger steamboat with a capacity of 100 hp was launched between Biysk and Tyumen, named 'First'. A year later, the steamboat 'Second' (80 hp) was launched, and by 1893, four steamboats were already sailing on the Ob, including 'Third' (120 hp) and 'Fourth' (180 hp).

In 1875, Morozov built a one-story stone building for a parish school, which later became a county school, investing 12,000 rubles into it. He began investing in education at the request of his wife Elena Grigoryevna, who, being illiterate, wanted to provide learning opportunities for the children of the poor. Thanks to the Morozovs' funds, 12 schools opened in Biysk, as well as the Forshtadt women's, primary missionary, and Alexander Nevsky parish schools. A women's progymnasium appeared in the city after Morozov donated 20,000 rubles for its construction and became its trustee. The Morozovs also donated significantly to the church. With their funds, the largest church in Biysk, the Trinity Cathedral, was built. In total, they constructed 14 churches in Altai and opened several almshouses. People referred to Alexey Fyodorovich as 'Kind-hearted Morozov'. In 1881, he was elected mayor, and during his four years of leadership, the city budget significantly increased, as did expenditures on healthcare and education. For his work, he was awarded three orders: Saint Stanislaus II degree, Saint Anna II degree, and Saint Vladimir IV degree.

In 1894, Alexey Fyodorovich suddenly passed away in a passenger train carriage near Vladimir. He was buried in the altar of the Trinity Cathedral, built with his funds. After his death, his wife Elena Grigoryevna took over the firm, continuing her husband's work.
