I watch in horror as bombs have been discussed for over six months, yet none have been made. It is urgently necessary to organize groups of 3 to 30 people, who should arm themselves with any available means: revolvers, knives, or even rags with kerosene for arson. Some groups can focus on killing spies and blowing up police stations, while others can attack banks to seize funds. Let each squad train at least in beating up city guards: dozens of victims will pay off with hundreds of experienced fighters. Even without weapons, the squads can play an important role by climbing onto roofs and upper floors to rain stones on the troops and pour boiling water. The killing of spies, police, gendarmes, explosions of police stations, the liberation of the arrested, and the seizure of government funds are already happening everywhere.
Great Russians cannot defend the homeland except by wishing for the defeat of tsarism in any war. The slogan of "peace" is incorrect; it should be replaced with a call to transform the national war into a civil war. The least evil would be the defeat of the tsarist monarchy and its troops.
The Penza regional executive committee is instructed to carry out ruthless mass terror against kulaks, priests, and white guards, and to detain suspicious individuals in a concentration camp outside the city. In Saratov, the authorized representative of the People's Commissariat for Food, Paikes, is recommended to appoint his own superiors and execute conspirators and those wavering without unnecessary questions or delays. As for foreigners, there is no need to rush to expel them; it is better to send them to a concentration camp. The court should not eliminate terror; that would be self-deception or deception, but should fundamentally justify and legalize it clearly and without embellishment.
