In the late 1930s, the editor of the district newspaper "Vperyod" Mikhail Andreevich Sazanov proposed to the residents of Lebyazhye to create a local history museum. On May 8, 1941, a local history circle was formed under the leadership of F. A. Skulkin and A. A. Trofimov. The participants of the circle decided to collect historical documents and antique items, as well as outline objects for geological research for the future museum. However, the plans were not realized due to the war that began in June. In the late 1960s, amateur researcher Yevgeny Alexandrovich Novgorodtsev began publishing his local history studies in the district newspaper "Znamya Oktyabrya."

Interest in local history intensified in the 1970s. On April 10, 1980, the local history museum opened in the village of Yelkino in the Lebyazhsky district, for which exhibits began to be collected by sisters S. M. Kirova A. M. and E. M. Kostrikov, as well as his niece E. V. Verkhotina, who worked as teachers at the local school.

On May 8, 2000, the Lebyazhsky District Local History Museum was opened, timed to coincide with the 55th anniversary of Victory in the Great Patriotic War.

The museum's collections are constantly being replenished. Currently, the museum has 8 exhibition halls: the Hall of Military Glory, the Nature Hall, the Hall of Peasant Life, the Hall of the History of Lebyazhye, the Hall of Paintings by the artist G. I. Luchinin "White Square," the Hall "History, Events, People," the Hall "Peasant Courtyard," and the Exhibition Hall, where changing exhibitions of paintings, decorative and applied arts, photographs, and other exhibits are arranged.

Museum staff conduct numerous events for children and adults, organize meetings with artists, and hold master classes.
