The idea of creating a city historical and local lore museum arose thanks to the Council of Veterans of War, Labor, and Armed Forces in collaboration with the Administration of the city of Kumertau. On June 1, 1998, on International Children's Day, the museum began its work. It united museums of industrial enterprises, such as the Kumertau Aviation Industrial Enterprise, the production association 'Bashkirugol', AOOT 'Iskra', and the CHPP. At the time of its opening, the museum had two halls: 'Nature' and 'Ethnography'. The first director of the institution was Svetlana Fedorovna Krysanova.

The historical and local lore museum is a non-profit organization that does not aim to make a profit. It is registered as a legal entity and belongs to the urban district of Kumertau in the Republic of Bashkortostan.

The main goal of the museum is to serve society and promote its development through the collection, storage, research, popularization, and display of material evidence about humans and their environment for educational and research purposes. The museum also aims to satisfy the spiritual needs of the residents of the Republic of Bashkortostan and provide information to visitors, as well as to institutions and organizations both in Russia and abroad.

The Kumertau Historical and Local Lore Museum is engaged in the collection, storage, restoration, and demonstration of items related to human life and its environment. It creates exhibitions and displays, conducts tours, cultural events, lectures, creative meetings, and anniversary events.
