Kuban Regional Administration in Krasnodar

In July 1867, Yekaterinodar ceased to be a military city and became a civilian one, with the establishment of the City Duma.

Vasily Semyonovich Klimov headed the city self-government from July 15, 1877, to March 11, 1900. During this time, Yekaterinodar transformed from a small stanitsa into an industrial and cultural center. Under his leadership, solid brick buildings began to be constructed in the city, one of which was the building of the Kuban Regional Administration.

On April 22, 1881, a contract was signed for the construction of this house. Within two years, on Krasnaya Street, which was then deserted, a brick house appeared, looking like a festive toy.

The local newspaper noted:

"Yekaterinodar, not abundant in substantial buildings, was adorned this year with a large two-story building. The convenient layout of the rooms, suitable for their purpose, and the simple yet elegant appearance make this building one of the best in the city."

The Kuban Regional Administration was located in this building for 20 years. Here, decrees and orders from the military command were issued, and the management of Cossack units and the non-Cossack population of Kuban was carried out, who, like the Cossacks, bore zemstvo taxes and stanitsa duties.

During these 20 years, the Yekaterinodar administration rented premises, but in 1903 it moved to its own building, where it remained until the revolution. After the revolution, under the name "Kommunkhoz," it occupied the house at 23 Krasnaya Street, where a third floor was added. Now, this is the location of the Krasnodar Internal Affairs Department.

At the end of the 19th century, under the commandant Ataman Ya.D. Malama, it was decided to build a special building for the Kuban Regional Administration. The plan for the new three-story building at the corner of Shtabnaya (Komsomolskaya) and Rashpilevskaya Streets was approved by the military command.

The construction occupied a large part of the block and turned out to be grandiose. The facade was adorned with 28 windows with oval and longitudinal columns, three risalits, and an attic. The central risalit with a balcony was decorated with the coat of arms of the Kuban region. The building, richly decorated with stucco, made an impression of a majestic structure.

Revolutions, wars, and bombings bypassed the building of the Kuban Regional Administration, designed by architect I.K. Malgerb and built by contractor I.D. Antsyferov.

More than a century later, it still looks dignified and serves the city, as it currently houses Maternity Hospital No. 4.
