The museum was solemnly opened on May 7, 1967. In 1979, it was moved to an ancient stone building on Lenin Street, which belonged to merchant Vysokosov. In 1980, the old exhibitions were expanded and new ones were created. In 1984, the museum was awarded the title of 'people's museum,' and in 1988, it received a certificate of honor from the regional culture department. In 1992, it became a state museum.

In the same 1992, a new section was added to the old building of merchant Vysokosov, constructed in the late 19th century. A new museum opened here. By spring 1990, the museum became a branch of the Arzamas Local History Museum. For significant contributions to preserving the region's history and merits before the Sergach people, by the decision of the governor of the Nizhny Novgorod region, Nemtsov B. E., on February 22, 1994, the Sergach Local History Museum was named after its founder, Gromov V. A.

The V. A. Gromov Local History Museum serves not only as a repository of exhibits but also as a cultural and educational center, a place for communication for the residents of Sergach and surrounding areas. Various events are held here: from traditional excursions and meetings with famous people for schoolchildren and the urban intelligentsia to theatrical performances featuring local artists. Excursions are conducted not only for permanent exhibitions and thematic displays but also as off-site visits upon requests from schools and organizations in the city.

The museum has 7 exhibition halls and 2 display rooms. The themes of the exhibitions include geological past, crafts of the Sergach district, a corner of a peasant's hut, the interior of a noble room, Orthodox Rus, 'The Roads of War,' 'The Glorious Land of Sergach,' and 'Bear Corner of Nizhny Novgorod Region.' Museum staff engage in research activities, publish in various publications, provide methodological assistance in preparing reports and theses, and gather information about villages and buildings in the city. They actively collaborate with the district library, RCDC, DSH, DMSH, and other institutions.
