The N. Ya. Savchenko Historical and Local History Museum serves as a center for civic-patriotic education of youth. It opened to visitors on July 5, 1985, and has since attracted over 315,000 people. The museum's collections, which number 36,000 exhibits, have been enriched by more than 2,500 donors. The museum's library houses 3,000 volumes of memoirs, documentary, and fiction literature. The museum is located in two buildings: the main one and a demonstration area. The main building features exhibitions that tell the history of the city and region, as well as the difficult times of the Great Patriotic War. Here, you can also see exhibitions dedicated to Heroes of Socialist Labor, Heroes of the Soviet Union, Honorary and Distinguished Citizens, doctors, teachers, builders, and agricultural workers.

The demonstration area showcases military and rare equipment, such as the An-2 aircraft, T-34 tank, and steam locomotive. Among the exhibits, you can also see the BM-13, known as "Katyusha" based on the ZIL-157, GAZ-AA one-and-a-half ton trucks, ZIS-5 three-ton trucks, GAZ-67, armored personnel carriers, DT-54 and "Universal" tractors, as well as a field soldier's kitchen and other exhibits. In 2001, the museum became a diploma winner in the "Window to Russia" competition, recognized as one of the best museums in the country. In the Novosibirsk region, it is valued as a unique repository of history and has been included in the "Golden Book of Culture of the Novosibirsk Region" in the nomination "Institution of the Year: Golden Light of the Hearth." On February 16, 2009, the City Council of Deputies decided to rename the museum in honor of its founder, and on July 3, 2009, a memorial plaque was unveiled in memory of Nikolai Yakovlevich Savchenko.

In 2006, the museum took first place in the festival of state and municipal museums of the Novosibirsk region in the nomination "Museum Installation Concept: Time and Us." In 2013, it received third place in the III Cultural Olympiad of the Novosibirsk region for the project "Historical and Cultural Heritage of the Tatarsky District." In 2014, the museum took second place in the IV Cultural Olympiad of the Novosibirsk region with the project "We Live as Long as We Remember."
