The Municipal State Cultural Institution "Historical and Art Museum", abbreviated as MKUK "IAM", was founded on November 7, 1967, based on the local history club of the Pioneer House. The first exhibits and displays of the museum were collected and created thanks to the efforts of outstanding residents of the city who became its founders. Among them were M. A. Ananyin, G. N. Denisov, A. N. Kuznetsov, F. P. Malakhov, N. P. Mironov, V. N. Mityukhlyaev, Z. K. Musin, Yu. S. Omrokov, G. F. Chashikhin, V. I. Ulyanov, V. A. Partko, A. M. Nosov, V. F. Zudov, who managed the museum on a voluntary basis, and many others.

Over the years, the museum's collection expanded, and exhibition space became insufficient. Therefore, a decision was made to transform the city museum into the Museum and Exhibition Center "Vernissage", which opened on February 9, 2000. During this period, special attention was paid to replenishing the main fund, which reached 32,000 items. An important milestone was the formation of collections of Kasli artistic casting, Zlatoust steel engraving, and miniature books by Anatoly Koneko.

In 2006, the center was transformed into the Municipal Cultural Institution "Historical and Art Museum", becoming an independent legal entity. Currently, the museum features a permanent exhibition "Native Trekhgorye", created for the 60th anniversary of the city of Trekhgorny and the city-forming enterprise FGUP "Instrument Engineering Plant". It reflects the history of the region, the development of the city, and the construction of the plant. The sections "Pages of the History of Ancient Ural" and "Journey Through the Native Land" introduce visitors to archaeological finds, a mineralogical collection, and the flora and fauna of Southern Ural. The life of Ural peasants at the end of the 19th and the beginning of the 20th century is presented in the section "Russian Hut". Decorative and applied arts of Southern Ural are showcased in the exhibitions "Kasli Artistic Casting" and "Zlatoust Steel Engraving". The cultural heritage of the city is reflected in the collections "Painting by Artists of the Creative Association 'Rainbow'" and "Ceramics by I. I. Loboychenko".

The museum's fund contains over 32,000 exhibits. The institution's specialists conduct active educational work. Annually, more than 7,000 people visit the museum, for whom over 300 excursions, master classes, educational games, and meetings with interesting people are held. Ten artistic photo exhibitions are organized, both from its own collections and with the involvement of other museums' collections.

The museum hosts a literary and musical salon "Sviryel", bringing together lovers of Russian poetry and romance. Since 2009, exhibition projects of the cultural and educational programs "Territory of Culture 'Rosatom'", "Aksakov Fund Presents", and "Federal Museums in Closed Administrative-Territorial Formations" have been implemented. Annual all-Russian cultural and educational events "Night at the Museum" and "Night of the Arts" are held.

In 2017, the Historical and Art Museum celebrated its 50th anniversary. All these years, the museum staff has been engaged in important and noble work, maintaining a spiritual connection between the past and the future, carefully preserving important testimonies of history, and providing new generations with the opportunity to learn more about their native city and region, fostering a sense of beauty and love for national culture and art.
