The Church of the Kazan Icon of the Mother of God is located in the village of Strelets in the Pakhomovsky rural council, 5 km northwest of Oryol.

Before the revolution, this village was called Dmitrovskoye-Istomino and was partially owned by local historian Valery Nikolayevich Lyaskovsky. Later, he acquired the neighboring estate of the Kiriev brothers, known collectors of folklore. Lyaskovsky was engaged not only in the study of history and literary monuments but also in planting trees. Thanks to his efforts, a large park was created in Strelets, Kirievka, and on the slopes of the river Sukhaya Orlitsa, part of which has survived to this day.

According to the memories of Ivan Ivanovich Boytsov, a senior researcher at the seed-growing laboratory, before the Great Patriotic War, on the site where the summer houses of the institute's employees are now located, there stood the Church of Dmitry of Thessalonica. It was destroyed by the Germans in 1942. Next to the church was a parish primary school, which became a seven-year school after 1917. The priest's house later housed school classes.

The Dmitrievsky parish, associated with the Church of Dmitry of Thessalonica, included the villages of Razinkovo, Lower and Upper Dvoryanskoye (now Orekhovo), Istomino, Brusentsevo, Spesivtsevo, Khokhlovka (a vanished village), Volobuyevo (now Loshakovo), Kirievka, Vorobyovka, Boytsovsky settlement, Sapozhnya yards, and others.

The foundation for the construction of the Church of the Kazan Icon of the Mother of God was that one of the chapels of the former Church of Dmitry of Thessalonica was consecrated in honor of this image. However, it was impossible to build the church on the former site: the remains of the church were dismantled during the war, and later this land was allocated for summer houses. The administration of the Oryol region allocated a plot of land for the new parish near the water tower.

The construction of the church began in 2004 with the blessing of Archbishop Paisiy of Oryol and Livensky and the spiritual father of Optina Monastery, Schema-Archimandrite Ilya (Nozdrin). Thanks to donations from Orthodox Christians, the walls, roof, and bell tower were erected, interior and exterior finishing works were completed, an iconostasis and heating system were installed, and outbuildings were constructed.
