The church in honor of the Icon of the Mother of God 'All Sovereigns' was transformed from a chapel that was located at the former Romanov hospital of the Kostroma Theodorov community of mercy sisters. This community was founded by the Kostroma branch of the Russian Red Cross Society in 1912-1913. The Theodorov community in Kostroma appeared in 1900, and in 1903 a two-story stone building was constructed for it on Lower Debry Street. In time for the 300th anniversary of the Romanov house, a hospital was added to the community building, which is now used as an oncology dispensary. On May 20, 1913, the hospital was visited by Emperor Nicholas II and Grand Duchesses Olga, Tatiana, Maria, and Anastasia. In connection with the reconstruction of the oncology dispensary building, it was decided to convert the chapel, which had been closed in 1919 and in recent years had been used as a ritual room, into a church.
