The complex of buildings of the Mint, constructed between 1697 and 1704, included several blocks grouped around internal courtyards. The complex also featured dams, a mill on the Neglinka River, and housing for workers. Later, after the demolition of some buildings, new structures were erected on their foundations, including the building of the Moscow City Duma (formerly Lenin Museum).

In 1743-1744, P. I. Heyden completed the construction by erecting the Resurrection Bridge over the Neglinka River in front of the Iberian Gates. Remnants of this bridge can be seen in the archaeological museum under the square, with the entrance located near the Hotel Moscow.

The building of the Provincial Administration is designed in the Baroque style: the facade is adorned with carved stone and elaborate cornices, while the interior features high vaulted spaces. Originally, columns were installed around the passage arch, supporting a balcony on the second floor. Above the cornice, over the arch, there was a decorative gable with a composition of weapons and armor, embellished with a double-headed eagle. The building was topped with a high mansard roof with a break. Through the open gates, one can see one of the most beautiful facades of Naryshkin Baroque from the late 17th century: the Mint building with a tile frieze and carved columns between the windows of the upper floor.

The space between the Iberian (Resurrection) Gates of Kitai-Gorod, the Provincial Administration, and the Main Pharmacy served as a forecourt before entering Red Square. The artistic impression was enhanced by the porch of the Kazan Cathedral, which made the area feel more enclosed and intimate.

In 1781, the buildings of the Provincial Administration and the Mint were reconstructed by M. F. Kazakov. The complex temporarily housed criminals, including A. Radishchev, who was arrested for his book "Journey from Petersburg to Moscow."

There is a version that the arsonists of Moscow in 1812 were criminals held in the cells of the Provincial Administration and released on the orders of Rostopchin.

From the early 19th century until the early 20th century, the first Moscow fire tower rose above the Provincial Administration, forming a pair with the tower opposite the Main Pharmacy.
