The Governor's House, built in 1790, served as the permanent residence of the governor of the restored Penza province from 1801 to 1917. After the October Revolution of 1917, various institutions were located in this building, including Children's Art School No. 1 named after V. E. Tatlin since 1997.

In 2007 and 2010, the building underwent restoration, for which 100 million rubles were allocated.

Currently, it houses the second building of the Penza Regional Art Gallery named after K. A. Savitsky.
