Construction began in 1928, when the housing construction cooperative "Forward" united the technical intelligentsia of Yaroslavl. The loan was set for 60 years. The residential complex in Soviet Square was meant to demonstrate that the main urban spaces were intended for the life and leisure of the working people. The state, by financing such cooperatives, required the construction of residential buildings without unnecessary embellishments and complex facades. The project of the House of Specialists, created by architect Alexander Vasilyevich Fedorov, fully met these requirements. The building is executed in strict constructivist forms, and its facades, devoid of decoration, are adorned only by a system of balconies.

The second building of the "House of Specialists," constructed nearby in the 1930s, reflects a change in perceptions of "truly socialist architecture."

Later, cooperative construction in the country ceased. At that time, the only form of ownership became state ownership. Members of the cooperative "Forward" were forced to urgently repay the loan, and many shareholders had to part with their apartments.
