The house was built in 1820 according to the design of architect Ivan Svyazyev in the style of late Russian classicism. It has repeatedly suffered from fires and after one of them in 1840 remained empty for 40 years. In 1885, the building was acquired by the city treasury, and later it was purchased by entrepreneur Nikolai Vasilyevich Meshkov, who renovated it in 1887. Part of the premises was rented out, including for government control of the Ural Railway and other organizations.

In 1900 and 1901, an exhibition of landscape painter and stone carver A. K. Denisov-Ural was held here. In 1918, the building housed the headquarters of the 3rd Army of the Eastern Front, which is commemorated by a memorial plaque.

Over the years, the house has housed the medical faculty of Perm State University, a restaurant, and the "Ural" hotel. In recent years, the building belonged to the Perm River Shipping Company, and at the end of 2007, the Perm Local History Museum moved in.

For the series "Father's House" (2017, episode 5), a scene was filmed in the courtyard of the Meshkov House among other location shoots in Perm.

The building, constructed in the style of late Russian classicism, was renovated in 1885 and 1886 according to the design of architect A. B. Turchevich in the style of picturesque modernism. At the same time, a beautiful stone rotunda made of red brick was erected, but it was demolished during the Soviet era.

The walls of the building consist of layers: the outer and inner layers are made of brick, while the middle layer is made of larch. The facade faces the Kama River embankment, its silhouette is clear and distinct. The slope of the pavement gives the building a majestic asymmetry, and the walls and other details are adorned with stucco. Inside the house, there is also stucco decor on the ceilings. Thanks to its finishing, the building stands out among other structures on the Embankment.

In 2007, the building was restored: the walls were reinforced, the facade was updated, and all stucco decor was restored to its original form.
