In 1782, Kursk received its first urban planning scheme, approved by Catherine II. Before its implementation, the city's development was chaotic: streets twisted haphazardly, most houses were wooden and located deep within estates. The new plan provided for a strict grid of streets, which has largely survived to this day. In the central part of the city, wooden buildings were replaced with stone, and new houses were built along the red line, facing the street. To expedite the construction of the first blocks, city authorities focused on erecting buildings at the corners of intersections. At the corner of Florovskaya and Gostinnaya streets, the 'Treasury House' was built according to a standard design, where the official responsible for the city's finances originally lived.

After the October Revolution, this building housed the Kursk provincial military censorship department, and later it was used as residential space for a long time. In the post-war years, a kerosene shop was located in the basement. Today, the building houses offices and shops.

In July 2012, the commission for the preservation of cultural heritage sites in Kursk included the 'Treasury House' in the list of sites planned for the installation of plaques with the name of the monument and the date of its construction.

This small two-story stone house in the classical style features ornate rustication and small windows on the first floor, while the second floor has large windows and four pilasters supporting a steep cornice. The building serves as an example of typical construction from the late 18th century, when eight types of buildings were centrally developed for residential houses, forming the blocks of provincial towns.
