On the 1838 map of Arbat, the site of the modern house 49 is marked as a building surrounded by gardens. By 1852, when Arbat was already built up with small estates, this house was inhabited by Moscow merchant Semyon Timofeyevich Burov, who inherited it, as noted in the address book. In 1897, the owner of the house became Nadezhda Mikhailovna Burova.

In 1903, a four-story income house was built on Arbat according to the project of architect V.F. Zhigardlovich. The building is almost devoid of decorations, except for the high staircase window framed by columns.

Vyacheslav Frantsevich Zhigardlovich graduated from the Moscow School of Painting, Sculpture and Architecture, receiving the title of non-class artist of architecture. He designed many buildings in Moscow and the Moscow region. However, not all of his projects were successful, and due to accidents at construction sites, he faced legal proceedings in 1901-1903 and 1905. Despite this, many of his buildings still adorn the streets of Moscow.

In the 1910s, the house housed a tobacco shop owned by K.I. Finogenov, while the house itself belonged to merchant S. Feldshtein. After the revolution, workers were settled in the apartments overlooking Arbat.

In 1938-40, the house was raised by two floors with light balconies. Houses 47 and 49 now appear as a single monolith, which met the requirements of Moscow construction in the late 1930s. The project for the extension was developed by architect E.I. Frenkel. The building was intended for employees of the Ministry of Armaments and their families. Here lived Major General of the engineering and technical troops, head of the Main Artillery Directorate and member of the Collegium of the People's Commissariat, director of the artillery and machine-building factories N.E. Nosovsky.
