On March 12, 1964, the People's Local History Museum of the city of Meleksessa opened in the House of Councils, which was demolished in 1988. The organizer and first director on a voluntary basis was land surveyor Nikolai Ivanovich Markov. The foundation of the museum was a collection gathered in the 1920s and 1950s by local historian Stepan Georgievich Dyrychenkova.

Since 1978, the museum has been located in one of the most beautiful buildings in the city, constructed in the early last century with funds from merchant F. G. Markov. On December 19, 1974, Markov was awarded the title of Honorary Citizen of the city of Dimitrovgrad for his significant contribution to the creation of the museum and the city's chronicle.

On January 1, 1977, the museum received state status and became a branch of the Ulyanovsk Regional Local History Museum named after I. A. Goncharov. In 1996, it became a municipal cultural institution, and in 1999 it joined the association of municipal museums of the Middle Volga region "Sodruzhestvo."
