The construction of the Transfiguration Church began in Ustye on September 20, 1888. Since the old cemetery in the center was closed, a plot of land was allocated for a new cemetery by the Resurrection Church, and the parishioners decided to build a stone church there. The contract stated that each resident would contribute 4 rubles for the construction, and they were obliged to deliver the necessary amount of stone for the foundation. The brick factory was provided by the rural community free of charge for the production of bricks.

On September 25, a solemn prayer service was held in honor of the laying of the church. A plaque was placed in the foundation with an inscription about the beginning of the church construction in the name of the Transfiguration of the Lord in 1888. The first stone was laid by V.I. Nikulichev, and the second by P. Tserkovnitsky. By August of the following year, the stone masonry was completed, and a month later, amidst a large gathering of parishioners, crosses were installed on the church. In May 1890, the first of seven bells was consecrated and raised to the bell tower. In June, the interior walls were plastered, in July the iconostasis was installed, and by August 1890, all work was completed.

The church had a cross shape, the walls were plastered and whitewashed, and round columns were located at the corners. The roof was tent-shaped in the middle and gabled on the sides. There were eight windows in the middle part of the church. Above the porch rose a four-sided bell tower with a gilded iron cross. The cost of construction, including materials, was about 15 thousand rubles. V.V. Semyonkov made a significant contribution through a will, and V.I. Ganichev, A.A. Glinkin, A.V. Krasavin, and others donated funds for the improvement of the church. The consecration of the church took place on August 5, conducted by the local priest L. Levitsky along with other clergymen, including the abbot of the Spaso-Kamen Monastery, Pavel. Despite the recent whitewashing and iron roofing, the exterior appearance of the church changed little compared to before.
