The building at 31 International Street is a one-story structure with a basement. The southern facade is made of brick, unplastered and painted in two colors with highlighted details. The main facade is asymmetrical but follows a clear system of divisions formed by high rectangular window openings arranged in ten light axes, with rusticated pilasters between them. Above each window is a narrow lintel, and below, a window sill. The pilasters define the corners of the facade and divide the wall horizontally between the windows. A simple cornice crowns the facade's appearance. The courtyard facades are simpler in decoration.

Architectural decor includes rectangular window openings with fine glazing, rhythmically arranged on the main facade. Decorative niches of square shape are located under the crowning cornice.

The house was built in the 1880s in the historical center of Tambov. Its owner was the nobleman and judge Vladimir Mikhailovich Andrievskiy, grandson of Major General Andrievskiy, a participant in the 1812 war. The large semi-basement space of the building housed service facilities and staff quarters. The house had a winter garden located in the bay window at the center of the facade.

According to the Tambov plan from the late 19th to early 20th century, the building housed the Tambov branch of the Noble Land Bank, opened in 1885. The bank dealt with the purchase and sale of noble estates, as well as issuing long-term loans secured by land property.

In 1911, a new building was constructed nearby for the Tambov branches of the Peasant Land and Noble Banks (now the main building of G.R. Derzhavin Tambov State University at 33 International Street).

After nationalization in the 1920s-1930s, the Andrievskiy building housed the provincial department of the NKVD with pre-trial detention cells. During the Great Patriotic War, it served as a transit point, and from the end of the war until the mid-1960s, it housed departments of the regional committee of the Komsomol. Since the late 1950s, the building has been home to the City Children's Music School No. 1, now named after S.M. Starikov, part of the Tambov State Music and Pedagogical Institute named after S.V. Rachmaninov.

To the right of the main facade is a building that also belonged to Vladimir Mikhailovich Andrievskiy. The 'Residential House' at 31/2 International/Nosovskaya was built in the second half of the 19th century. Before the revolution, shops were located on the first floor, and rented apartments on the second. In the 1950s-1960s, the Tambov Regional Radio Committee was located here. Currently, the building houses commercial organizations and shops.
