The building of the district administration, erected in the second half of the 19th century, still delights the eyes of the city's residents. This architectural structure stands out for its clarity, balance, clear and calm rhythm, as well as precise proportions. Its main features are symmetry, the emphasis on the central part, and the harmony of all elements. The beautiful cast-iron grille, often used to decorate buildings of that time, also attracts attention. In the late 19th century, representatives from the entire district gathered here to address important issues related to public education, healthcare, and transportation.

Today, this building houses a children's art school, which has become a true temple of the arts for provincial Syzran. This cultural and educational center regularly hosts various exhibitions, seminars, and competitions at both school and international levels. More than a thousand students have already graduated from the school!
