The Zemstvo dealt with numerous issues in the district, ranging from coordinating the construction of new railways through district lands to combating bark beetles. It oversaw district hospitals and schools funded by zemstvo budgets. Today, the district administration and district duma are the closest analogues of the district zemstvo.

On the corner of Astrakhanskaya and Moskovskaya streets was the Zemstvo Public Library. On the facade of the building, one could see a sign indicating its location. Additionally, there was a sign indicating the presence of the Tsaritsyn Zemstvo Administration, suggesting that some of its subdivisions might have been located there.

Shortly before the revolution, the Zemstvo assembly and administration moved to their own building. A memorial plaque on the modern Local History Museum (Lenin Ave, 5a) confirms that the Zemstvo assembly was located there. This building, constructed for the Zemstvo assembly, began to be built only in the summer of 1914, and the zemstvo used it for a short time.

From 1922, the building on the corner of Astrakhanskaya and Moskovskaya streets was occupied by the Stalingrad Commodity Exchange, and in the early 1930s, it housed the House of the Red Army.

After the war, the entire Moskovskaya street was destroyed, although many buildings could have been restored. Now, on the site of the former Zemstvo Public Library, there is a residential building. Unfortunately, the old Moskovskaya street has completely disappeared. It ran between the modern streets of Volodarsky and Alley of Heroes, but not a single building remains from it.
