The building of the zemstvo administration, constructed in 1917, is one of the most harmonious and elegant structures in Buzuluk. It was built according to a design by captured Austrians. According to urban legend, the city's leader promised them freedom after the construction was completed. He kept his promise: the Austrians were officially declared dead, given a funeral, and secretly sent back to their homeland.
