The historical center of Azov still retains its uniqueness, being a true treasure of this ancient city. Among the significant landmarks of the pre-revolutionary period is the building of the first city administration, constructed in 1905. It served as the city's administrative center for a short time before the administration moved to a more spacious location.

During the Soviet era and to this day, the building has remained under state ownership, standing empty for a long time and gradually deteriorating. In 2013, it was purchased at auction by an Armenian businessman for 720,000 rubles. Despite the building's status as a cultural heritage site of regional significance, the new owner has not fulfilled his obligations, and it continues to decay.
