The Oryol State Theater for Children and Youth 'Free Space' is located in the building that previously housed the City Duma.

The two-story structure, built in the classical style, was erected in 1799 for the needs of the City Magistrate. It featured an eight-column rotunda with a dome adorned with lucarnes and a spire depicting a single-headed eagle. Two two-story wings adjoined the rotunda at a sharp angle.

Over time, the building underwent numerous renovations, but its characteristic semi-rotunda entrance has been preserved. During the Great Patriotic War, the building suffered significant damage: it was burned and partially destroyed.
