In 1823, during an inspection of local churches, the Bishop of Perm and Yekaterinburg, Dionysius, noted the dilapidated state of the wooden church in the cemetery in Perm. He informed the city society about the need to take care of building a new stone church in advance and gave his pastoral blessing for this. At a city council meeting on November 1, 1823, the mayor, merchant Dmitry Emelyanovich Smyshlyaev, delivered a speech about the necessity of constructing a new church and called for raising funds for its construction. The governor of Perm, Anton Kridener, expressed gratitude to the council for such a commendable step. In addition to collecting donations, the city council organized the preparation of bricks, for which a brick shed with a kiln was built.

To ensure the quality of construction, the renowned architect Ivan Ivanovich Svyazev was invited. In 1832, the foundation of the stone church at the new cemetery was laid, and in 1837 it was consecrated in the name of All Saints. The church, circular in plan and adorned with columns, became an architectural landmark of the city. It had two altars: the main one in the name of All Saints and a second one in the name of the Meeting of the Lord. In the 1940s, the church community was liquidated, and the building was confiscated, but in 1943 the church resumed its activities.

The church building is executed in the style of Russian classicism of the early 19th century, in the form of a rotunda with a large dome and porticos on the north and south. In 1879, a narthex was added to the west side according to the design of draftsman Kolesnikov, and in 1909, a bell tower was built according to the project of the architectural and construction bureau of A. B. Turchevich.

Today, All Saints Church continues to function as an active temple of the Perm diocese.
