In the late 19th and early 20th centuries, the city of Galich was a spiritual and architectural center of the Kostroma region. It housed three magnificent monasteries and 17 majestic churches with 12 bell towers, which together created a unique architectural ensemble. However, after the 1917 revolution, during the persecution of the church, almost all the churches were destroyed, and the bell towers were completely obliterated. The residents of Galich tried to protect their sanctuaries, and many of them gave their lives for their faith. As a result, there were no bell towers left in the city, and the residents were deprived of the opportunity to hear the ringing of bells, which had always been considered the heart of the church.

In the 1990s, with the beginning of the spiritual revival in Russia, it was decided to restore the bell tower of the Church of St. Basil the Great in the Vvedensky Cathedral of Galich and to return the tradition of Orthodox bell ringing. The drawings of the bell tower were recreated from a photograph by architect Leonid Sergeyevich Vasilyev. The new tent-shaped bell tower in Rybnaya Sloboda became the architectural dominant of Galich and its calling card. Its image often appears in paintings, books, and websites dedicated to the city. The opening and consecration of the bell tower were conducted by Bishop Alexander, who also donated a complete set of bells.

The construction of the bell tower became a city-wide endeavor. Significant financial support was provided by Andrey Gennadyevich Komarov and the company 'Ronika'. However, due to a lack of funds, it was not possible to fully plaster the external surface of the bell tower, which over time led to the destruction of the masonry. In the more than 20 years since the restoration, under the influence of humidity and winds from Lake Galich, the bricks have begun to deteriorate, which affects the appearance of the bell tower and poses a danger to people.
