In the labyrinths of the Arbat alleys hide true architectural treasures. One of these is the estate of N. P. Mikhailova and V. E. Talgren, located at 5 Malaya Nikolopeskovskaya Street. The history of this building begins in the early 19th century. The left part of the mansion was built in 1819 in the Empire style, and in 1901 the building underwent reconstruction under the guidance of architects P. A. Zarutsky and A. E. Antonov. The facade was updated in the popular Art Nouveau style of the time, with rocaille decorations, wavy niches above the windows, and three female heads. The horizontal profiles above the central windows are adorned with floral ornaments featuring large sunflowers in the center. In addition to the facade changes, a small extension with a corner turret appeared to the right of the house.

Architect Zarutsky is known for his profitable houses in the Art Nouveau and eclectic styles, as well as successful reconstructions of buildings, such as the Volkonsky mansion on Vozdvizhenka and the printing house of P. P. Ryabushinsky "Morning of Russia" on Malaya Putinkovskaya Street.

The mansion has almost no memories of its first owners. It is known that in the 1880s, the Decembrist Alexander Frolov lived here. In 1825, he served as an officer in the company of Decembrist A. I. Tyutchev and joined the "Society of United Slavs." During the investigation into the Decembrists' case, Frolov was arrested and served hard labor in the Chita prison and at the Petrovsky factory, and from 1835 to 1856 lived in the Yenisei province. After long wanderings, he settled in Malaya Nikolopeskovskaya Street, where his "Notes," memories of the life of Decembrists in Siberia, were published in the magazine "Russian Antiquity."

In the late 19th and early 20th centuries, the house belonged to merchant Vladimir Eduardovich Talgren, who dealt in paper-spinning yarn and stationery goods. The trading house "Talgren V. E. and Co." was also located in this house. After 1917, Talgren worked as a representative of a Finnish factory, and in 1922 he was arrested for connections with the English mission.

In the 1970s, it housed the representative office of the Palestine Liberation Organization of Yasser Arafat. In recent years, the mansion has been carefully restored by the Main Administration for Service to Diplomatic Corps under the Ministry of Foreign Affairs of Russia.
