The creative group that worked on the Lenin Memorial project operated from 1966 to 1968. The project was approved by the Council of Ministers of the RSFSR on February 21, 1967, and became the basis for construction.

On April 22, 1967, a ceremonial rally dedicated to the laying of the Lenin Memorial took place in Ulyanovsk. At that time, the city already had a developed construction industry capable of quickly erecting not only memorial structures but also residential, cultural, and economic facilities. In the first phase of construction, 150 huge piles were laid at the foundation of the Memorial Center, supporting 50 seven-meter reinforced concrete columns. A metal platform was installed on them, serving as the foundation of the building. Then, a frame was assembled on the platform, and brick walls were erected.

At the same time, the wooden part of the wing of the Pribylovskaya house was dismantled, and the Zharkov house was moved north along the red line of the street using engineering means and placed on a new foundation. In the inner courtyard, the wing was reassembled on a new foundation, and the Pribylovskaya house was built, slightly shifting them to the east. Thus, the original appearance of Streletskaya Street with these houses can only be seen in the diorama in the exhibition of the Lenin Memorial. All construction work was completed in a short time. The brickwork of the walls was finished by January 15, 1969, and all external and internal work was completed by March 1970. In March 1970, the Memorial was accepted by the State Acceptance Commission, and on April 16, 1970, its opening was attended by the General Secretary of the CPSU Central Committee L. I. Brezhnev.

For the creation of the Memorial, architects, designers, and builders were awarded the Lenin Prize. Among the awardees were architects B. S. Mezentsev, G. G. Isakovich, M. P. Konstantinov, L. B. Fabrykant, and artist G. I. Opryshko. Another group received the State Prize of the RSFSR, and many participants in the construction were awarded orders and medals of the USSR.

The main building of the complex, the Lenin Memorial, has a usable area of 19,200 square meters and a total volume of 133,000 cubic meters. It is designed in the shape of a square with a side of 110 meters and a height of 34 meters. A bas-relief of V. I. Lenin by N. V. Tomsky is placed on the facade of the memorial.

The Memorial Center houses the V. I. Lenin Museum, a universal cinema-concert hall, and a political education house. The building also contains lecture halls, classrooms, cinema halls, libraries, cafes, and buffets, as well as rooms for engineering and technical equipment.

The complex includes the house where the Ulyanov family lived from 1870 to 1871 and where V. I. Lenin was born, the wing and the Pribylovskaya house, as well as the house where they lived from 1871 to 1875, located north of the Memorial. In the house where Lenin was born, an exhibition reflecting the life of that time has been created, and a similar exhibition is presented in the house where the family lived from 1871 to 1875. In front of this house, a bronze sculptural composition "M. A. Ulyanova with her son Volodya" has been installed.
