The two-story brick building at the corner of Leningradskaya and Sovetskaya streets previously belonged to the Tambov district zemstvo. This institution, established in the Russian Empire in 1864, dealt with local economy issues, the fulfillment of zemstvo duties, as well as the development of healthcare, education, trade, and industry in the districts. The building was erected in the early 20th century.

It has a closed shape with a narrow inner courtyard. The southern facade of the building includes 14 window axes and an arched entrance leading to the courtyard. The eastern side, facing Sovetskaya street, has 10 axes. This architecture is unusual for Tambov and typical for large cities with dense construction.

In the 1920s, the building was converted into a residential house. In the post-war years, families of officers from the Suvorov Military School and medical workers lived here.
