The parish dedicated to St. Tikhon of Lukh is located in Volgorechensk and was founded in 1996 with the blessing of Archbishop Alexander of Kostroma and Galich.

The construction of the new building of the Holy Tikhon Parish began in the 1990s. The cornerstone was consecrated on June 29, 1996, on the feast day of St. Tikhon of Lukh. The largest enterprise in the city, Kostroma GRES, covered most of the construction costs.

The construction of the church lasted more than ten years, and it was consecrated by Bishop Alexander on December 29, 2008.

The church is designed in the neo-baroque style by architect I. Sh. Shevelev. It features a ship-like type, combining the bell tower with the refectory and the main volume of the church. In plan, the church is a square with a dome on four pillars, which are hidden in the wall on the western side.

The architect used forms from well-known structures of Russian baroque; for example, the bell tower resembles the bell tower of the Nikolsky Marine Cathedral in St. Petersburg, created by architect S. I. Chevakinsky.

The church has five domes with a dominant central dome adorned with 12 light windows. The domes are decorated with contrasting balusters.

The bell tower of the cathedral has more squat forms compared to its prototype. The corners of the bell tower's square are decorated with pilasters featuring contrasting capitals of the Ionic order and a bracketed cornice. Each level of the bell tower has through arches, and the shape of the windows in the lower volume echoes the decor of the archivolts of the upper tiers. The bell tower is topped with a lunette and a spire.

The restrained decor of the church is mainly oriented towards monuments of Peter's baroque. The corners of the church's volume are adorned with rusticated pilasters, with parallels found in the decor of the Kikin Chambers and the Kunstkamera. The windows of the refectory and the main volume of the church are decorated with frames with ears, and in some places, false windows with similar frames are placed.

The apse of the church consists of three parts, and a baptistery is attached to the northern side of the church.
