The Judicial and Spiritual Orders is a historical building in the Novgorod Kremlin, presumably built in the early 18th century based on 15th-century structures. It is located on the territory of the Archbishop's courtyard and adjoins the fortress wall with the Metropolitan Tower and the Likhudov building.

The dating of the building is a subject of debate. The most popular version states that it was erected in the mid-15th century as part of the Archbishop's Palace. It is assumed that the 15th-century brickwork has been preserved up to the five lower vaults, although G.M. Shtender believed that such brickwork is only found below ground level. In the 17th century, the building was referred to as the Metropolitan Chambers and was significantly rebuilt at the end of that century or the beginning of the 18th century. It is generally believed that the reconstruction took place in 1670 simultaneously with the Likhudov building. There is an opinion that instead of a single Judicial Order, two were built: the Judicial and Spiritual Orders. However, there is evidence of a later reconstruction, such as the different floor levels in the buildings and a later door opening between them. It is possible that the building was constructed in 1706 for the school of the Likhudov brothers. In the 19th century, it was seriously reconstructed, windows were altered, and the decor was partially removed. In 1945 and 1948, under the guidance of V.N. Zakharova, repair and research work was conducted, revealing ancient details. In 1960 and 1961, the building was restored under the supervision of G.M. Shtender, with the restoration of windows, ancient decor, and a wooden porch. After the restoration, the building housed a workshop for fresco restoration and administrative services of the museum-reserve.
