The cultural institution "Starominsky Historical and Local History Museum" in the Starominsky district was founded on September 30, 1975, by the decision of the executive committee of the district Council of Workers' Deputies. Since its establishment, it has functioned as a district museum and is one of the oldest municipal museums in the region.

The foundation of the museum's collections consists of natural local history collections, including stuffed animals and birds collected by young zoologists from the district's pioneer house, as well as items of Cossack antiquity. Later, the collections were supplemented with documents, letters, and items of military equipment from the Civil War and the Great Patriotic War, gathered by young scouts in the 1960s.

Among the unique collections from a later period, one can highlight the collection of paintings and decorative applied arts by local artists and craftsmen, a collection of models of World War II aircraft, and works by artist Anatoly Chepurnoy, who currently resides in Kronstadt.

Thanks to successful collecting activities, the museum has created two halls dedicated to the history of the Great Patriotic War, a hall of post-October history, and halls with exhibitions of historical and natural local history. Previously, there were a memorial hall, a literary section, and a hall of the modern period, but due to a lack of educational space in the Children's Art School, they were closed fifteen years ago.

An important role in replenishing the museum's funds was played by retirees Klavdiya Nikitichna Dobynda and Lidiya Mikhailovna Pyatak, as well as historian Pavel Ivanovich Petrenko. The Cossack history of the region is preserved with the help of Cossack ataman Valentin Grigoryevich Maly and the chairman of the elders' council Valentin Pavlovich Skoropad. Until their last days, the museum was assisted by ataman Vladimir Danilovich Vlasov and former ataman Ivan Pavlovich Kali. Thanks to donations from writers Ivan Fedorovich Varavva and Nikolai Fedorovich Velengurin, the museum has formed a library fund of over one and a half thousand books. An art gallery has also been opened, featuring more than 150 paintings, thanks to donations from artists such as Vitaly Polikarpovich Demidenko and Anatoly Nikolayevich Chepurnoy. The museum possesses a rich collection of photographs on Cossack themes, donated by Nikifor Nikolayevich Gorb. Recently, a unique Cossack archive was brought from the USA, including 120 magazines and other publications related to the émigré writer Fyodor Kubansky.

The museum organizes significant exhibitions, such as exhibitions of Russian Orthodox icons and paintings by Nikolai and Svyatoslav Roerich, as well as traditional exhibitions of folk art. It actively collaborates with the Don Roerich Foundation, the Krasnodar Art Museum named after Kovalenko, and the Rostov Regional Museum of Fine Arts. Annually, the museum hosts up to four stationary and twenty changing exhibitions, making it a leader among museums of its level in the region. The museum's collections number over 18,000 storage units, two-thirds of which are core funds formed through voluntary donations. Since 1986, the museum has held the title of a people's museum, emphasizing its popularity, accessibility, and creation through the efforts of the people. This is our beloved Starominsky Museum.
