A solid two-story brick building on Komsomolskaya Street, located near the city center, was once the pride and adornment of Pereslavl in the early last century. Built in 1900, it was intended for children left without parental care and support. The new red brick house with a semi-basement could accommodate 50 children and also included rooms for the caretaker and her assistant.

Currently, this building houses the city council and the social welfare department.

Previously, the Prechenskaya Church stood nearby, which has not survived to this day.
