The Russian cemetery in Savinska Ravan began to form in the 1930s and was named a military cemetery. Over time, it fell into disrepair. In the 1950s, the cemetery was abandoned, coinciding with the deterioration of relations between the Soviet Union and Yugoslavia.

The Society of Russian-Serbian Friendship, led by Gordana Bulatovic, decided to restore the cemetery of the White Guards. They obtained a court ruling for the temporary conservation of the area, which prevented the complete destruction of the cemetery.

According to the cemetery records, there were about 270 graves, but due to a lack of space, many remains were exhumed and discarded into wells. During the reconstruction, 39 burial sites with 47 individuals were documented. The United Russia party allocated 60,000 euros for the restoration of the cemetery and church.

Many Russian emigrants remained buried anonymously. Some were buried near the churches of "Saint Spas," "Saint Transfiguration," and in the vicinity of Herceg Novi.

In 2007, the discovered remains were consecrated and reburied, and a Russian church dedicated to Saint Feodor Ushakov, canonized by the Russian Orthodox Church, was built.
